Cohere, a leading enterprise AI company, and Aleph Alpha, a sovereign AI specialist based in Germany, have agreed to join forces in a $600 million deal backed by the Schwarz Group. This transatlantic alliance aims to establish a global AI leader focused on sovereign, enterprise-grade AI solutions that comply with local laws and regulatory requirements.
The partnership combines Cohere’s scalable AI platform and global reach with Aleph Alpha’s research excellence and deep institutional ties in Europe. Anchored in Canada and Germany, the new entity will pool engineering talent and computational resources from two G7 nations to accelerate the development of next-generation AI models and systems.
The deal includes a structured $600 million (€500 million) Series E funding round led by Schwarz Group, the international retail giant with annual sales of 175.4 billion euros and nearly 600,000 employees. Schwarz Group’s IT division, Schwarz Digits, will provide sovereign cloud infrastructure through its STACKIT platform, supporting the partnership’s goal of digital sovereignty and data control.
Cohere, founded in 2019 and headquartered in Toronto, San Francisco, and Germany, specializes in secure, customizable AI foundation models and end-to-end enterprise solutions. The company has raised approximately $1.6 billion from strategic investors including Nvidia, AMD Ventures, Salesforce Ventures, Oracle, and Cisco, alongside institutional backers and AI pioneers.
Aleph Alpha, also founded in 2019 and based in Heidelberg, Germany, focuses on developing specialized large language models that prioritize sovereignty, transparency, and regulatory compliance. Its client base includes government institutions and enterprises requiring secure, controllable AI applications.

The alliance targets sectors with stringent regulatory demands, including public sector, finance, defense, energy, manufacturing, telecommunications, and healthcare. By bridging Canadian and German ecosystems, the partnership aims to capture a significant share of the projected $600 billion sovereign AI market within the broader $1 trillion AI services industry.
Strategically, the combined entity will leverage shared R&D, consolidated infrastructure, and aligned compliance frameworks to reduce costs and accelerate innovation. The partnership also addresses growing concerns over AI concentration by offering a sovereign-first alternative to dominant global AI vendors.
Challenges remain in integrating cross-continental teams, aligning technology stacks, and navigating complex regulatory environments. However, the partnership’s strong backing and complementary capabilities position it well to become a trusted AI provider for governments and regulated enterprises worldwide.
Looking ahead, the alliance plans to deploy sovereign AI solutions on Schwarz Group’s STACKIT cloud platform and expand its footprint across G7 markets. This move signals a significant step toward digital sovereignty and responsible AI adoption on a global scale.
