Home of People has completed the acquisition of People21, a specialist in international labor and workforce housing, marking a significant expansion in the Dutch flexible staffing sector. The combined group now generates around €450 million in annual revenue, positioning Home of People firmly within the top 10 players in the Netherlands’ flex market.

The transaction integrates People21’s expertise in international labor and housing with Home of People’s established portfolio of six specialized staffing labels. People21, with over 30 years of experience, manages approximately 3,000 international employees daily and provides housing solutions for around 2,700 of these workers through its subsidiary Stay21. The acquisition enhances Home of People’s capabilities in recruitment, compliance, and housing services for international flex workers.

People21’s current management remains actively involved through a management buy-out, ensuring continuity and preserving the entrepreneurial spirit that has driven both organizations. Both entities will continue to operate under their respective brands, maintaining their specialized focus and local market presence while benefiting from shared resources and expertise.

Founded in 2002 as Uitzendbureau Solutions, Home of People accelerated its growth from 2021 through multiple acquisitions, building strong positions across sectors including agriculture, horticulture, food, logistics, and manufacturing. People21’s roots trace back to Uitzendbureau Stipt and have evolved through a targeted buy-and-build strategy focused on international labor.

The acquisition responds to ongoing challenges in the flex market, such as evolving labor regulations, a tight labor market, and increasing demands on international employment and housing standards. By combining recruitment networks, technology platforms, and compliance capabilities, the enlarged group aims to enhance service quality and operational efficiency.

Operationally, the group plans to maintain the autonomy of individual brands and business units to preserve local expertise and client relationships. Meanwhile, back-office functions such as compliance, technology, and recruitment processes will be integrated to realize cost efficiencies and improve service delivery.

Looking ahead, Home of People aims to leverage the acquisition to invest further in technology, compliance, and recruitment capabilities. The group’s 19 offices across Europe provide a broad international recruitment network, supporting growth in cross-border labor supply.
